4 Month Old Jalleel Howard
Howard was with his mother at 1303 Franklin Street in Monroe when he was taken by Lonnie Cecil Buchanan Jr., who is not the child’s father, as well as an unidentified white female. The two left in a dark blue, possibly 1997 Honda Civic with the license plate of YNW8418.
Monroe Police searched locations Buchanan was known to reside and obtained second degree kidnapping warrants for his arrest. Buchanan is a 41-year-old black male with black hair and brown eyes five-feet eight inches tall and weighing 200 pounds. His last known address is 326 Green Street in Monroe. Buchanan rented a 2011 grey/silver Toyota Camry on July 26 with the license plate ZTD1237 that has yet to be returned.

Monroe Police, Union County Sheriff‘s Office, SBI and FBI are involved in the search for Howard as well as in the apprehension of Buchanan.
